Le GIS - HED² est le Groupement d’Intérêt Scientifique - Hydraulique pour l'Environnement et le Développement Durable.
Les statuts de ce groupement sont établis par une convention constitutive qui a elle-même été conclue entre les différents partenaires. Cette convention précise également l'objet et les modalités de fonctionnement et est approuvée par l'autorité compétente de l'État.
